Seriously though, I suspect the reason for these meetings being
sealed-off under heavy protection has more to do with the
notion of collective responsibility under international law.
E.g. Mussolini invading Corfu in 1923 because the Greek
government wouldn't (couldn't?) apologize for the fact that
Italian ambassadors were killed on Greek soil by terrorists.    (01)

I suspect that also explains much of the secrecy - the rules
(few and feeble as they are) make things different at the
 international level.    (02)
