One of XML's way-cool capabilities is the specification of URNs
(names) in addition to URLs (locations). With that system, you can
map a URN to a local copy with a Resolver (you register the copies
you have, it keeps a table). If no local copy exists, the document
can be accessed across the Web.
The mail system can maintain pointers to documents. When you register
interest in a document, the document is fetched and stored locally.

updating it with comments sent by others.
