    Recognizing they exist may be very helpful, but using them to optimize
    seems unpredictable if applied a priori to "knowledge bases" which
    encompass more than one different level of optimization.

    These constants are sub-optimization attractors. We will need different
    constants for different contexts. This seems to make it more difficult
    to move constants from one system to another and presume the same
    scaling will exist. Each context will also need it's own measure for
    finding such constants.
